Joining in on this training opportunity means understanding the evolution of public policies for Governance, it means becoming part of a group of high-level, highly motivated people who are anxious to learn from each other about how decisions are taken in a globalised, networked world.

 

 

An ambitious curriculum A course based on 6 stand-alone training modules with emphasis on experience-sharing and practical cases. A home area where people can optimise their personnel expertise, that is to be taken up in the group work.


Module 1 - Democracy and local democracy seen from Europe and
normative perspective and a view of its influence of political organisation.


Module 2 - Public policies and Local Authorities
social questions as a whole with focus on decentralisation process and public-private partnerships.

 

Module 3 - Social transparency
emphasise "social accountability" or reporting as a basic social obligation.

 

Module 4 - Introduction to electronic governance
Stakes/limits to using ICTs: e-government and e- democracy

 

Module 5 - Democracy, deliberation and participation
political participation and deliberation: analysis of contemporary experiences, with ICTs as the instrument of mediation.  


Module 6 – Final work
Specific case of e-governance: analysis and prospects.

 

 

Goal

  • Provide an effective training and contacts tool for local Authorities in France, Europe and the world
  • Offer an opportunity to acquire new or deeper knowledge, build up competencies or even change careers or advance in one's career
  • Federate know – how and experiences
  • Serve as the support for a vast information-sharing and learning network on public policies in local e-Governance.

 

Promoter  

The city of Vandœuvre-lès-Nancy in France, known for its efforts at popularising the use of new technologies, agreed to meet the challenge of implementing this innovative project. The French Ministry of Foreign Affairs funded this international project that was coordinated by Vandœuvre-lès-Nancy.

 

Targets

  • 200 participants: elected, Local Authorities officers and citizens from Europe, Africa, Latin America and Asia.
  • A unique approach: participants from various linguistic, cultural, social and political horizons.

 

Pedagogy and high-level teaching
Teaching and scientific coordination by Leonardo Avritzer, Professor of political science, at the UFMG-Brazil and also MIT- USA. International teaching staff and specialists from: Spain, Finland, France, Switzerland, USA, Canada, Brazil and Japan.
 

Structure

A 15-month training project, only by distance learning, in four languages: French, English, Spanish and Portuguese. On-going or initial training, open to applicants who are of the Masters level or who have sound professional experience.

Conditions of access

The applicant

  • must have access to a computer with an Internet connection, also at home.
  • S/he has to be organised to follow a 15-month course that requires strong involvement, efficiency and organisation. This work can be done in the evening and during the week-ends, e.g. by people with a regular paid job.
